For the Learning Environmental Adaptation for Development by CSO’s in Fiji

Project Manager

1.      Scope of work

The proposed action is in line with the EU’s global objective to enable the Civil Society Organizations in Fiji to engage as actors of governance and development by contributing to the implementation of the Global Sustainable Development Goals as well as Paris agreement on climate change and the Sendai Framework on Disaster Risk Reduction.

Outcome Target indicator (to be report achievement by the end of the consultancy)

  • 50% of all island economy is circular – designed to have no/minimal waste and when not possible, encompasses disassembly and reuse by 2022
  • 50% Women and youth groups are active members and able to significantly contribute to the island market economy by 2022

The consultant/project manager will closely work with the Program Director and Project team who will provide all the necessary support for the implementation (coordination of meeting logistics and finance) and all materials and documents to be used. The consultant/Project Manager will also coordinate with ADRA staff, to assist in data collection, transcript, and analysis.

(A) Consultant/Project Manager:

Consultant/Project Manager Duties

  • Overall Project Management and Implementation support to Project field team
  • Monthly progress report and planning
  • Liaison with stakeholders on project objectives in consultation with Circular Economy Specialist and Program Director
  • Quality checks and vetting on guidance templates and products by Project team
  • Manage community expectations and protocols
  • Provide information and quality program support to ADRA Germany and Austria and EU when required
  • Maintain regular communication with key contact person(s) of ADRA Fiji Country Director, Programme Director, LEAD Project personnel

(B). ADRA and Project staff:

  • Oversee with the arrangements and communication with relevant stakeholders and Project beneficiaries with regards to all logistical and financial

2.      METHODOLOGY

The Project Manager shall be responsible for monthly project implementation oversight, project budget utilisation and management, reporting (in required templates) both on site and off site and the report in English will be shared to ADRA Fiji and ADRA Germany where required.

3.     Timeline Key Deliverables

The position is for 6 months with possible extension.

4.      Expected competencies of consultant:

  • The consultant should have at least:
  • Qualification in Climate Change Adaptation, Circular Economy, Market Specialist and Marine Protection is highly advantageous
  • At least 5 years of Project Management donor funded project
  • Strong methodological skills in the community development, stakeholder networking and relationship building and implementation of adult learning
  • Strong donor report writing
  • Proficiency in oral and written English with some understanding of I’taukei

Market Development & Green Economy Specialist

(A) The Specialist:

Market Development & Green Economy Specialist Duties

  • Create activities to sustainably improve Koro Island market economy
  • Identify opportunities in market gaps and value chain with selected CSOs
  • Plan, coordinate and effectively implement project activities
  • Monthly progress report and planning
  • Liaison with stakeholders on project objectives in consultation with Project Manager
  • Manage community expectations and protocols
  • Provide information and quality program support to ADRA Germany and Austria and EU when required
  • Maintain regular communication with key contact person(s) of ADRA Fiji Country Director, Programme Director, LEAD Project personnels

(B). ADRA and Project staff:

Coordinate, Promote, Facilitate and Negotiate with targeted communities, CSOs, networks and facilitate activities in line with project strategic activities in Koro Island

1.     METHODOLOGY

The Specialist shall be responsible for specialized components on the monthly project implementation oversight, project budget utilisation and management, reporting (in required templates) both on site and off site and the report in English will be shared to ADRA Fiji and ADRA Germany where required

.

2.     Timeline

The position is for 6 months with a possible extension.

3.     Expected competencies:

  1. The Specialist should have at least:
  2. An undergraduate in Business Management, Project Management, Climate Change and or any other relevant discipline. A post professional qualification such as Diploma with minimum of relevant 3 years
  3. At least 3 years’ experience in community development work, SMART Agriculture and circular economy is a must.
  4. Demonstrated understanding of how donor agencies work and experience in meeting EU requirements
  5. A commitment to ADRA’s Purpose and Values including demonstrated Integrity and Loyalty
  6. Willingness to travel and work extensively in rural and remote communities
  7. Strong methodological skills in the community development, stakeholder networking and relationship building and implementation of adult learning
  8. Strong donor report writing
  9. Proficiency in oral and written English with strong understanding of I’taukei language and culture.
