Personal Character and Eligibility

Successful applicant will be based at our Suva office, with minimum of 5 years’ experience in accounting, administration and finance, preferably with EU funded projects or other donor partners. Hold a degree in a relevant field: Accounting and/or Business Administration. Holding a postgraduate or masters in the relevant mentioned field would be advantageous. Demonstrated understanding of how donor agencies work and experience in meeting donor requirements. A commitment to ADRA’s mission, values and beliefs, including demonstrated integrity and loyalty. Willingness to travel and work extensively in rural and remote communities. Prepared to work flexible hours as necessary, and work within tight deadlines. Team player and work harmoniously with people of different ethnicities and backgrounds. Fluent in both written and verbal English. Proficient in using Microsoft package and good health conditions.

JOB DESCRIPTION FINANCE DIRECTOR

The Finance Director is to ensure the country office finances and physical resources are managed strategically and thoroughly, supporting the agency and its programs.

FUNDS Administers the agency’s administration and project bank accounts.Ensures that bank reconciliations are prepared, and appropriate action items taken where necessary in a timely manner.Recommends to the board the opening and closing of the bank accounts.Monitors bank balances and ensures that sufficient funds are available for use.  Quarterly updates of administration and project bank accounts to ADCOM & ADRA-Fiji Board.  
ACCOUNTING Ensures accounting records are current and accurate.Ensures that supporting documentation for all accounting transactions meet the requirements of the agency and donors.Ensures that all changes in budgets are duly reflected in the ledgers.Ensures that an internal control system is in place and followed.Ensures establishment of new project ledgers and regular back-up data.Ensures adequate preparation and management of audits.     ADRA-Fiji’s financial records are current and ready from financial scrutiny and auditing.  
BUDGETS AND CONTRACTS Well versed with all of the agency’s contracts/grants and their budgets.Approves budget calls on donor funds proposals.Responsible for the development/previewing of all project proposal budgets prior to submission to donors.Prepares and monitors administration budget.Prepares cash flow planning for administration and projects. Ensures payroll obligations are in accordance with contracts and Board Approval. All ADRA-Fiji contracts/grants and budgets cosigned and filed accessible to ADCOM.All budget calls approval documented.Timely budget review and proposal submissions.Quarterly execution of administration budget.Regular cash flow statements for ADCOM.Ensures all personnel’s contracts are filed and accessible to ADCOM.
AUTHORIZATION OF TRANSACTION Responsible for authorizing all transaction as set down in the table of authorities. Ensures the agency’s asset management system is current and accurate. Responsible for the insurance of assets and personnel. Responsible for recommendations of assets disposal to the board and the asset disposal process. Works in close consultation with the Country Director, Program Director, and Project Managers in regard to all financial matters. Random regular checks on authorized payment vouchers. Regular centralised assets management updates for ADCOM. Assets and personnel insurance updated and current. Regular assets disposal for ADCOM review. Attends and regularly reports to ADCOM on all required financial matters for decision making.
MANAGEMENT Backstops Country Director in his absence. Member of ADCOM. Liaison to Fiji Mission CFO and Finance Department. Ensures regular compliance and update on tax legal issues relating to finance. Manages financial policy and associated finance manual. Management of Finance Team Responsible for the management of finance staff. Assists in the recruitment of finance staff. Ensures setup of adequate accounting systems in Field offices. Participates in the appraisal of finance staff in head office and field. Responsible for the planning of field visits itinerary by finance staff. Prepares development program for the capacity building of the finance team. Develops financial strategies by guiding the finance team to establish goals.  Puts in place the necessary procedures, practices, and training to fill capacity gaps and strengthen the finance department.Leads in the development of a contingency plan for the finance department. Documented administrative attendance.         Annual review of financial policy for board approvals.                     Timely execution, reporting and monitoring of finance team.
